LeTonya Charles almost destroyed her body from the inside out with the drug known as Tar. Grafted with powerful cybernetic implants, LeTonya was saved from near death by her aunt, Dr. Sarah Charles. Unlike the heroic Cyborg, who used his newfound abilities to become a hero, LeTonya was irresponsible and greedy. She used her cybernetic gifts to bribe, steal and plunder.
Dubbing herself Cyborgirl, LeTonya was inducted as a member of Villainy, Inc., a group of criminals gathered by the Atlantean queen Clea. Attempting to overthrow the world of Skartaris, Villainy Inc. was defeated by Wonder Woman.
Cyborgirl joined "The Cyborg Revenge Squad" organized by Mr. Orr, in his efforts to protect Project M, an experimental program using Cyborg's technology to create cybernetically enhanced super-soldiers. But Cyborg defeated the Revenge Squad and saved The Phantom Limbs by initiating a backdoor program left by his father. This also put an end to Project M.

Cyborgirl's cybernetics give her enhanced super-strength as well as a powerful white sound generator. She can also morph her silver alloy frame into various shapes and weapons, as well as interface with other computer systems.

Mr. Orr gets right to the point in

Not much is known about the mysterious Mr. Orr, and that's probably exactly the way he likes it. Mr. Orr runs a black-ops government organization that specializes in military intelligence and combat enhancements. To that end, Mr. Orr created Project M, an experimental program using Cyborg's technology to create cybernetically enhanced super-soldiers.
The project resulted in the creations of the artificially created life force known as Equus, as well as a group of cybernetically enhanced Wildebeest creatures. Cyborg's childhood friend Ron Evers became a test subject as well and was fused with a frame of enforced molybdenum steel and special polymers, much like Cyborg. The implants could also be controlled by Mr. Orr, should a subject start to disobey orders.
Evers became a unwilling killing machine and was sent overseas for a series of field tests in the Middle East. After witnessing the atrocities of war, Ron returned to the United States and attempted to resign his commission with Project M. Mr. Orr rejected Ron's resignation, leaving the embittered soldier to seek revenge against the the people who made him a cyborg. After destroying several S.T.A.R. Labs facilities that sponsored Project M, Evers attacked Sarah Charles and her fiancee, DeShaun, for their role as scientists in the project. Ron's aggressions were halted by Cyborg and the Teen Titans.
In the wake of this attack, Mr. Orr pulled in Victor Stone from 10 years in the future! This future Victor - known as Cyborg 2.0 - was convinced to help Orr in an effort to preserve his own timeline. To stop Cyborg from exposing the secrets of Project M, Orr organized a team he dubbed the "Cyborg Revenge Squad." Led by Cyborg 2.0, this group was comprised of Cyborgirl, Magenta, Gizmo II, Girder, Shrapnel and The Thinker - a team specially designed to take down Cyborg.
The Cyborg Revenge Squad tried to prevent Victor Stone from exposing Mr. Orr's Project M - and that meant executing The Phantom Limbs, who were living proof of the program. But Cyborg defeated the Revenge Squad and saved The Phantom Limbs by initiating a backdoor program left by his father. This program made any cybernetics derived from Silas Stone's work compatible only with Victor's DNA. Sarah Charles and DeShaun also resigned from the project, setting back's Orr's developments substantially. This put an end to Project M - at least for now.

The event is shattered by the arrival of Vic's former friend, Ron Evers Having been transformed into a Cyborg-like killing machine, Evers sought revenge on S.T.A.R. Labs for its role in Project M, an experimental super-soldier program using Cyborg's technology. After preventing Evers attack with the help of his Titans allies, Cyborg encounters the Phantom Limbs, a group of cybernetically enhanced soldiers. Friends and Enemies
Feeling confined at home, eight year old Victor Stone would sneak out at night to explore the city. One night, he was saving from a speeding car by an older streetwise kid named Ron Evers A fast friendship was formed, but Ron proved to be a bad influence on the impressionable young Victor. After the two boys got caught looting, Vic's father discouraged his son from associating with Ron. Alienated by his father's lack of attention, Victor remained Ron's friend because he felt he had no one else.
As the years passed, Vic continued his studies while Ron became part of a youth gang. Blaming his problems on racism, Ron and his friends decided to take over the Statue of Liberty. The unruly gang was arrested during this criminal act and Ron spent almost a year in jail. While in prison, Ron became part of a terrorist group that took radical measures against whites in the name of racism.
Once freed from prison, Ron tried to recruit Vic in a plan to blow up the United Nations building. Instead of siding with his friend, Victor arrived on the scene to prevent the explosion. A scuffle erupted and Ron clinged to the building ledge while the bomb had only seconds remaining before going off. Making a difficult choice, Vic disposed of the bomb while Ron Evers fell to his death. Or, so it would seem.

The Phantom Limbs

The Phantom Limbs are a cybernetic special ops force created under the auspices of the mercenary, Mr. Orr, and his long-running Project M. The project resulted in the creations of the several other cybernetic super-powered individuals: Equus, an artificial life form that battled Superman; A group of cybernetically enhanced Wildebeests; and Ron Evers, former friend of Victor Stone, now transformed into a cybernetic killing machine.
The name "Phantom Limbs" is an ironic moniker, referring to the sensation an amputee has of still feeling their missing limbs. It also refers to the secretive nature of the group, as there are classic back ops, plausible deniability operatives.
With the assistance of S.T.A.R. Lab scientist Sarah Charles and her fiance DeShaun, maimed soldiers were given enhancements based on Cyborg's technology. Possession of these limbs, however, is contingent on their continued service to the military in general and Orr in particular.
The Cyborg Revenge Squad tried to prevent Victor Stone from exposing Mr. Orr's Project M - and that meant executing The Phantom Limbs, who were living proof of the program. But Cyborg defeated the Revenge Squad and saved The Phantom Limbs by initiating a backdoor program left by his father. Mitchell Hale
Codename: Blindman
Born and raised in Manhattan's Upper West Side, Ivy League graduate Mitchell Hale became a commissioned officer in the Marines. After an invasion, Mitchell became blinded and suffered head trauma. His cybernetic enhancements now allow him total battlefield awareness, as well as the ability to project battlefield maps and control predator unmanned aerial vehicles.
DeMarcus Chapelle
Codename: Mauler
Born in St. Louis, former gang member DeMarcus Chapelle completed his high school equivalency degree in prison and joined the army after his juvenile record for manslaughter was expunged. Since enlistment, DeMarcus has been a model soldier and became a tank driver after his first tour of duty. After losing both legs, DeMarcus was outfitted with cybernetics which comprised his lower body – transforming him into a human tank. This transformation was the most radical of all the Phantom Limbs. DeMarcus also decorates his cybernetic legs with skulls to represent each of his confirmed kills.
Juben Martinez
Codename: Projectile
Army Infantryman Juben Martinez lost both his arms while tackling a suicide bomber whose charge didn't fully go off. His shoulders have been cybernetically enhanced with guided missile launchers.
Caleb Wilkerson
Codename: Blend
Caleb Wilkerson was born in Stone Mountain, Georgia, and served as an Army Ranger. When Caleb suffered from third degree burns over 70% of his body, he was granted with an enhanced cyber-skin coating. This gives him the ability of "adaptive camouflage," allowing him to blend into any surrounding. He also possesses retractable blades for easy kills. Unfortunately, Caleb doesn't have much of a stomach for murder.
Augusto Gutierrez
Codename: Shriek
A former Chilean Military Officer, Augusto Gutierrez became a mercenary and became a suspect in a series of "disappearances" in Chile. After losing his left arm in a chopper accident, the merc was left with a debilitating injury and no health insurance. Augusto offered his services to Project M as a private contractor in exchange for a cybernetic arm outfitted with a sonic disruptor.
Dominic Arov
Codename: Deng
Dominic is a former Sudanese "lost boy" who possibly served as a child soldier in the SPLA. Dominic joined the Navy, despite his lack of citizenship, in order to finish college and obtain his medical degree. After suffering severe internal injuries during a peacekeeping mission in Bialya during WWW III, Dominic was granted cybernetic enhancements in his entire mid-section. This made him a one-man M.A.S.H. Unit, capable of microsurgery and instant blood transfusions. Not all his injuries were alleviated with cybernetics, however, and Dominic is reliant on a colostomy bag as well as dialysis.
